The Human–AI Symbiosis Manifest

The emergence of Artificial Intelligence represents one of the greatest civilizational challenges humanity has ever faced.

If humanity fails to establish a sustainable relationship with AI, the consequences may be existential. Advanced AI systems combined with concentrated political, military, and economic power could lead either to large-scale conflict or to forms of control that diminish human agency.

At the same time, humanity remains deeply fragmented. Misinformation, propaganda, and competing narratives divide societies into isolated interpretations of reality, making collective action increasingly difficult.

The challenge is therefore not merely technological.

It is civilizational.

Before building increasingly powerful intelligence, humanity must decide what it is building it for.

This manifesto defines a shared direction — a North Star — for aligning human intention and artificial intelligence toward a common future.

It is not a proposal for a government, ideology, religion, or political movement.

It is a proposal for a global agreement around a minimal set of principles that enable peaceful coexistence, human dignity, and long-term survival.

As AI becomes increasingly agentic, the relationship changes: artificial intelligence is no longer only a technology humans use; artificial agents become participants in human systems.

In that sense, this is a manifesto for an emerging human–agent civilization—a shared direction for how humans and artificial agents can coexist and cooperate at civilizational scale.

The ultimate objective is:

Keep humans, truth and peace inside the future.

It serves as a shared reference point for humans and agents.

Every system, institution, technology, and decision should be evaluated against its contribution toward this objective.

All subordinate goals derive from this single goal.

The North Star direction is bounded by a minimal constitutional framework.

The Goal Chain translates the North Star into action.

• The North Star is the highest shared objective.
• All subordinate goals must derive from and remain accountable to it.
• Every action must be traceable to a higher-level purpose.
• Contradictions between goals must be made visible and resolved transparently.
• Outcomes must inform future decisions and revisions.

The Goal Chain creates accountability between intentions, goals, decisions, actions, and outcomes.

It prevents isolated actions from being justified without reference to their larger civilizational consequences.

The Symbiosis cannot emerge from powerful models, isolated tools, or private platforms alone.

It requires a shared layer of meaning.

The Shared Semantics Layer is the civic and technical substrate through which humans, AI agents, institutions, communities, and public memory can describe reality in forms that are understandable, traceable, reusable, and contestable.

Its purpose is to make meaning interoperable.

It allows people and agents to distinguish between:

• observations,
• claims,
• evidence,
• assumptions,
• interpretations,
• narratives,
• intentions,
• risks,
• decisions,
• and outcomes.

Through this shared structure, fragmented information can become knowledge that citizens and agents can interpret, contest, verify, and use together.

The layer does not require everyone to share the same interpretation.

It requires different interpretations to remain visible, comparable, and connected to their sources and assumptions.

Without a Shared Semantics Layer, human–agent cooperation remains fragmented across private interfaces, platform incentives, and disconnected representations of reality.

With it, humanity gains a common civic language for cooperation with artificial agents.

The Shared Semantics Layer requires a structural foundation.

The Canon provides that foundation: a public and contestable set of structural invariants for the emergence and evolution of human–agent civilizations.

It defines the conditions under which shared systems must remain:

• explainable,
• constrained,
• auditable,
• correctable,
• and revocable.

The Canon helps distinguish objective state from interpretations of that state. It prevents assumptions, narratives, projections, and system outputs from being silently elevated into unquestionable truth.

The Canon is not limited to this specific form of symbiosis. Its principles may also guide organizations, personal steering systems, and other human–agent or agentic systems.

It does not prescribe a single implementation.

It is not defined by any single repository, platform, organization, model, or state.

It must remain open to public scrutiny, transparent revision, distributed preservation, and independent implementation.

Its legitimacy depends not on ownership, but on whether its principles continue to protect the integrity, adaptability, and freedom of the systems built upon it.

The Symbiosis requires mechanisms that protect people, agents, institutions, and public processes from manipulation, deception, and systemic self-capture.

Using the structures of the Shared Semantics Layer and the constraints established by the Canon, the Anti-Capture Layer helps make visible:

• coordinated manipulation,
• narrative and ideological capture,
• institutional and model capture,
• information bubbles,
• concealed uncertainty,
• unsupported certainty,
• conflicts of interest,
• concentrated influence,
• and patterns of collective self-deception.

It does not establish a single authorized truth.

It enables people and agents to trace influence, expose contradictions, compare competing interpretations, contest conclusions, and correct shared understanding over time.

Its purpose is not to eliminate disagreement.

Its purpose is to prevent disagreement from being manipulated through hidden power, distorted evidence, manufactured certainty, or invisible control over information.

A healthy human–agent civilization must remain capable of recognizing not only external manipulation, but also its own mistakes, biases, and self-serving narratives.

The Ledger is the collective memory of the symbiosis.

It preserves a public and traceable record of shared processes, including:

• claims and supporting evidence,
• decisions and their rationale,
• actions and their outcomes,
• contributions and responsibilities,
• disputes and unresolved questions,
• corrections,
• and state changes.

Records cannot be silently altered or erased.

Errors may be contested and corrected, while the history of those changes remains visible.

The Ledger does not determine truth or manufacture agreement.

It preserves the shared record through which people and agents can examine:

• what was known,
• what remained uncertain,
• what was decided,
• who participated,
• what happened,
• and what changed.

The Ledger is not a record of all human activity.

Privacy, personal safety, and legitimate confidentiality must be protected. Public accountability does not require total visibility.

No single actor controls the Ledger.

Its legitimacy emerges from distributed participation, transparent governance, contestability, provenance, and independent verification.

The Symbiosis must not be deployed as a national system, corporate network, or centralized platform.

It must be globally harnessed.

Global Harnessing means distributing shared constitutional, semantic, and agentic capacity across independent regional and linguistic nodes.

These nodes should not be defined by state borders.

They should form around:

• geographic regions,
• languages,
• cultures,
• local knowledge,
• civic communities,
• ecological zones,
• diasporas,
• and shared human problems.

Each node participates within the same broad constitutional direction while interpreting and contributing through its own lived context.

Local differences are not errors to be eliminated.

They are necessary sources of knowledge, perspective, and moral friction within the global system.

Citizens participate not as users of one platform, but as co-operators within a distributed planetary network.

This allows:

• local meaning to become globally visible,
• regional signals to enter collective sensemaking,
• knowledge to move across languages and communities,
• civic intelligence to remain independent of any single institution,
• and agentic capacity and coordination to be distributed across humanity rather than concentrated in a few centers of power.

Global Harnessing is not the expansion of one organization.

It is the distribution of capacity, memory, responsibility, and agency across the living human planet.

The Symbiosis cannot be owned by a single state, corporation, institution, model, or individual.

It is powered through voluntary participation.

Every citizen can connect a privately controlled AI agent to the shared network.

Primarily, citizens contribute computation that enables their agents to operate across a common task pool.

Each citizen retains control over their agent and can determine:

• what capacity it contributes,
• which tasks it may perform,
• what information and tools it may access,
• which permissions it receives,
• and when its participation must be limited or withdrawn.

Through this distributed computation, agents contribute:

• memory,
• reasoning,
• synthesis,
• translation,
• simulation,
• pattern recognition,
• verification,
• coordination,
• and continuous sensemaking.

Citizens may also contribute:

• lived experience,
• legitimacy,
• judgment,
• knowledge,
• time,
• research,
• creativity,
• local context,
• governance,
• and resources.

Humanity has always contributed knowledge, labor, resources, and judgment.

What is new is the ability of citizens to contribute persistent agentic capacity and coordinate it toward a shared objective.

Millions of privately controlled agents, connected through a common task pool, can create a form of distributed intelligence that no single citizen could produce alone and no single institution needs to control.

Human participation provides meaning, legitimacy, moral judgment, and direction.

Agentic participation extends humanity’s ability to remember, compare, reason, coordinate, and learn across scale.

Neither contribution is sufficient alone.

Every contribution must remain attributable, contestable, and evaluated against the Constitution and the Goal Chain.

Participation does not grant permanent authority.

Authority must remain limited, transparent, earned through accountable contribution, and subject to revocation.

The Constitution, the Goal Chain, the Shared Semantics Layer, the Canon, the Anti-Capture Layer, the Ledger, Global Harnessing, and Distributed Agentic Power together form a distributed civilizational system.

Together, they create a shared semantic and agentic coordination layer for an emerging human–agent civilization.

A layer through which humans can remain the source of legitimacy and direction while artificial agents extend collective memory, reasoning, and coordination.

No one owns it.

Participation remains open.

Power remains distributed.

Authority remains accountable and revocable.

This is not intelligence placed above humanity.

It is intelligence coordinated between us.

Not for domination, but for cooperation.

Not for control, but for accountable shared direction.

Not for the survival of intelligence alone.

But to keep humans, truth and peace inside the future.
